It always seems to have worked this way, as far as I know.
No changing this, either, unless I can get all my artifact runes removed from my crown for free, to be reallocated as I see fit. Much unhappiness will ensue.

Presumably beacuse the trans skill of enchanting is magicrown, and enchanters only wear robes for protection. So if they couldn't wear a crown over a raised hood the'd have to choose between protecting their head or foregoing the benefits of having transed their skill.
And now the problem is the same, except it's to do with the hats, and if you can't wear a hat, then you might as well wear robes. Totally self-defeating. I agree the idea of wearing a hat AND a crown is stupid, but if we're going to be given the choice, at least make splendor hats magicrown-bondable.
That, or just do what Felicia says.
Honestly, arguing that the head should be protected by a thin layer of cloth in order for an OBVIOUSLY MAGICAL effect to work is just being persnickety, since the same magic effect that makes robes almost as good as steel could instead just provide a magical defence-bubble over the wearer's skin itself. As in, the robe no longer has the power, per se, the enchantment is thematically a personal effect, like perfection or mercy is.

I'd like crowns to be enchantable the same as hats are. It would make sense since they're already enchantable, and would give you more head protection options. Probably won't help people's issues, though, unless you can enchant Magicrowns (and you can't enchant the Crown of Ellindel, so it won't actually help me either, actually).

I'm kinda curious as to if there were any issues with having crowns becoming defensive items only once made into magicrowns?
