I tried for a few weeks to do the friggin Seren quest but between bugs screwing me out of the spear twice and the time constraints on top of the actual legit preparation you have to do, I just couldn't get it done. Pretty annoying. A bunch of other people who were around more during that period got it though, so it's partly on me just not being around all day.

I've never done the city versions, but every person I know who has alts in both Serenwilde and a city says the city version is far easier. Huzzah for anecdotal evidence!
Communes have it much worse when it comes to gathering the five-prep lines, without a doubt. On the flip side, communes have easier quests to grapple with once they are done with the prep lines. I'd say it is vaguely equal all-in-all, and different people will judge them differently depending on which quest-hangups they are best able to tolerate.
That aside, I would say overall that Mag's didn't make me sweat as much as Glom's.

Well it depends.
Hallifax is seven hours of fairly constant work (roughly, for some reason I remember influencing taking just over an hour to wear off) five times so you're looking at 35 hours of work there.
This also does not take into consideration the possibility of something happening which prevents you from completing the full round, leaving the likely possibility that someone else will complete it or everyone will be nice and not do so but then making it more difficult for others to get in and do the quest.
Add maybe an hour an a half to two hours for the first two honours components, then work out the minimum time to complete the hand and you have the number of hours you would have to spend just grinding quests, some of it can be completed by others but still it's a lot of work.
I haven't done the Serenwilde quests since they changed so I can't really comment beyond asking for the actual time invested in working on the quest.
If, as it seems, the major issue is the small window that you have to complete the quest in then it seems more that the difference is patience. Sure, you can work on the city quests almost any time but it's a lot of work. Where as the commune quests might require less work and more timing.
That being said I wouldn't mind a shorter lunar cycle though there are issues with this, a 24 day cycle would mean one line per day and wouldn't rotate, though it would mean a blue moon every two years which could be cool.
edit: ooh ooh, make it 23 day cycle. it would mean a blue moon every year and a second one every 23 years

Serenwilde is technically quite easy. The problem is being there when you need to be there. Beyond that, actually doing it takes... what. An hour? Two hours? It is very easy actually. You just need to be there. Really, if anything the problem is that Serenwilde has such a hard time sharing the information on how to do the quest, and no one bothering to help others get the lines.
But either way, that's a side issue. Ain't ever gonna be changed. So let us focus on the issue at hand. More epic quests.
