Not sure if this would be ideas or just general, but I was wondering about epic quests and expanding them beyond the current org based quests.
While they would not give an "orgbix" reward, it would be interesting to have some more.
Perhaps a weird old woman in a cave somewhere might task you with the "good" Hifarae, Kravch, Cat Spirit and Kiakodan quests? Might only give a larger exp reward for completion and/or a little dingbat-esque reward. Though slightly less epic than the hours of work required for the city quests, though does it matter or is there a way to make them take forever too?

The only instance that I can think of that currently exists for a noticeable gain which includes a step-by-step questing mechanic to achieve is the full-blown Illithoid and Kephera supremacy quests in the Undervault. Even if I find them painfully challenging to complete (since it's still taking me awhile to complete the last one, poo) I wouldn't mind seeing more quests that tie into each other like this.
Actually, come to think of it, I -think- there's a two-part Facility+Dramube gnome quest thing, but I don't know if you wanted something that was approximately two steps like that, or if you were looking for something with 4+ steps involved.

I love the idea of the overall Keph/Illithoid quests, but someone else having to do the opposite to unlock them for you is kind of lame.

It's not really about how many steps are involved though three to four is probably good. But this might give us a series of once only quests that could give a cool toy and a nice chunk of experience.

The Illithoid/Kephera quests are, in their way, already epic quests - you do all four of one side, you lose your previous lines, gain a snazzy new one, and get a permanent bonus (possibly to Kephera/Illithoid only, +1 to some stats - reports vary).
Others could involve something around the Old Empire - people who have gotten all the old Project lines - gorgogs, Soulforge and one of Terae or Sarye. Perhaps the Cay too?

I've been looking through some of the quests. Three possible epics could be
Symbol of Water: Dragon Turtles, Cloadahi, Black Tide
The A-Hat: Summon the Gorgogs, Raise the TBC, Soulforge(, Summon Marani)
The Reverse of the above
If there were a few specific quests that could be linked to the other elements there could be an epic quest for each element, and perhaps another reward for completing all four? Though at the moment I'm not too sure if there are earth quests as opposed to anti-celest quests, aside from the wounded crust one

And there really aren't any Air quests. I suppose Zoaka could count as a Fire quest, kind of? I've never done it, so I'm not entirely certain.

The epic quests are air/fire. Zoaka falls in Gaudi's.

'cept not, maybe for Gaudi but Hallifax is... make some perfumes, summon the mirror army and get the hand... it's not really related to air beyond being a quest for the city that is linked to air.

Clarramore is an orchard in the clouds. Sounds pretty airy to me.
Zoaka is only fire related because it takes place in a Volcano, the quest is the hatch a dragon wyrmling.

Well yes, but the quest is not inherently an air quest. You could just as easily transplant the mobs to anywhere and it would not really change the quest it would just take place somewhere else.

They were intended as permanent quests, however they've been bugged since release and never completed without admin assistance.

That would be cool too, though given the way epics currently work it seems likely they would be repeatable quests followed by standard honours quests.
So the water element epic quests might involve assisting a group of Aquamancers (specifically separate from Celest perhaps) and then them sending you off to perform these other honours quests.
