They're not allowed to touch the Megalith, so I would assume no dross either. I haven't seen this problem though (new players joining Magnagora as Elfen/Merian/Kephera), at least not in ages. If they want to RP being a pariah and being unable to do anything of any use mechanically in the game though, I say go for it. More power to 'em. If they want to be able to draw power though, chances are they'll 1) reincarnate or 2) leave Magnagora and find another city/commune. So I don't see this as a huge deal.

No, I get the RP of it. I'm talking about the fact that it is completely against the rules of the game. I'm like 94% sure that Estarra et al put Dross power in so no one could be completely blocked from ever having power.

I was under the impression that dross was put in more so that newbies could experiment with power-costing skills, as various orgs had very tight requirements on power for cr1s.
If I'm informed otherwise, that part of the law can be altered, of course. Not like it's particularly possible to enforce as is.

Lesser raises drawing dross is acceptable I feel, since it is free anyway. Sure, they are putting their dirty hands on the Megalith, and it is a total honor for them to do so, but then again they can at least make themselves more useful with that power. And there there is the fact of blocking it not being possible and it supposedly being free for everyone.
I'm all for the discrimination of the lesser races and the other rules on that list though. If elfen and merian characters can get away with being in places they don't belong in, good on them I say. As for inconsistency some characters might simply not care, be too busy with something else, or have other reasons to let you wander about. They probably deserve a small talking to for not upholding city laws by a superior though, but heh, maybe letting you go is part of some bigger plot, this is Mag after all I also don't see not following the laws as being a bad thing, as such things happen in the real world as well, so why should it not in character?

I don't know what I could do about Merian/Elfen/Kephera drawing dross anyway, other than what I posted above. CDFing doesn't really do much to someone who's CR1, nor can I smack them around if they have Innocence.
As well, I'm not always aware of who is and isn't in the city. I don't have any way off mass scrying the city or anything like that. Sahmiam has his nose, but I can't afford one of those. Plus, it looks, as the appearance says, ridiculous. Though I'd probably get it customized to look like a skunk's muzzle.

I don't see a problem with the no power law for lesser races. It's not like we actually have people of these races that are of any stature in Magnagora that would need power this badly and, should we happen to, I'm sure we'd try to work out something with them individually. It's Magnagora, if you want to survive you need to learn how to run with the wolves, even more so if you insist on having odds stacked against you. They need to learn to be extra sneaky, subtly manipulative, and wonderfully charming and useful, and for power: sneak about planes, watch their back and link their dross when no one's about to see it. That's how we roll.

It's not really. If you join Serenwilde as an illithoid, you're told, not asked, to either reincarnate or leave. Those are your options. There's just some races that are highly discriminated in orgs. Pretty sure you can't be illithoid or viscanti in Celest as well.

Ninjakari are a brotherhood.
Elfen/Merian/Kephera are not welcomed.
Unwelcome races can't be included in a brotherhood.
Thus, no lesser races within the Ninjakari.
We also don't immediately outguild anyone that is a lesser race. Instead, we just halt all advancement (GR3 is considered being a full member), and we basically tell people that they should reincarnate or go somewhere else in a nice manner.
