If guards are not on standguard permanent, you can also CALL FOR HELP to move them to your location, though I don't know that anyone has actually done that for many years.

It's pretty good.

If you influence, it's definitely worth it, it seems like it's the single best influence boost you can get (and stacks nicely with all the others). I recently got to test this with my alt; the number of influences to empower a guard dropped from 14 to 9-10 just from using that, and sipping dropped in half, compared to before when I had all three influence skills and sycophant.

I've heard that CA is something like a 30% boost.

Drag them into a hive and see if you need to declare to hit them.

Try to drag them into a hive. If you can't, they're enemied. Or attempt to summon them if they're inside, you'll need to declare if they're not.
