It's practically useless. Targets one random gem and removes a whopping 1/20 of its total charges.

Yes. More timewarp is longer off eq.
Kether is supposed to be like trying to kill the Angel/Demon/Fae of other Guardians/Wicca. So... yeah, that's what it is.

And it's a random gem. You don't even get to pick which one. So you'd have to sit there spamming kether at least twenty times just to get rid of one gem (if you're lucky and it hits the same one each time), which probably won't be the one you want to get rid of anyway.

EDIT: If I lose Demigod one more time and gain it again, I would have worked for Titan twice completely.

Elite membership dingbats. I figure I get them in a completely OOC fashion. Should I even consider how my character would do other kinds of business when selling them? For instance, do I need to consider IC trade bans and enemies and such, or can I just sell them to anyone? Does it make a difference whether I take payment in credits or gold?

You can sell them to anyone, they're on the same level as credits, ooc but one of the necessary evils. You can take gold or credits, I personally prefer credits because you can do a lot more with credits, or just later sell the credits if you need gold.

I once asked about this, and was told I could distribute them freely among my alts without worry.
