I've also seen jewelry and artisan designs that use it, but not many and not usually much.

Shrugging is 33% and I'm pretty sure resistance is 25% (flat rate outside DMP) but I'm not positive about that.

It seems to be partially based off of how much inventory the village shop has at any given time, and that seems to be influenced by how readily you can agitate it up, since passive production appears lower if stock is also low.
The stock of everything dropped every day that the village shenanigans kept up.
Annoyingly cyclical.

I've noticed that designs I've submitted in the past month-ish that go through on the first try get accepted really fast, but the ones that get rejected sit in submit for about a week or so after they're re-submitted.
