I don't think so. The other reviewers (the ones who didn't review the original design) can still pass it. Flagging it might hold it up even longer waiting for the Charites to get around to it.

But if it's been rejected a couple times you may have no choice but to flag it as such, but since it seems to be the first time, submit it for mortal review.

Flagging for no mortal review never speeds up reviewing. If the design has been rejected a few times, it might not slow it down, because all the mortal reviewers might already have been excluded, but it doesn't include anyone new.

If you mean one already started, putting them to sleep (mesmerize, ecology fetish with poison, etc.) is about the only one I know of.
If you mean before they start, even perfect fifth will, until they earwort out of it.

Almost certain they did. I'm not sure if there's anything left that will stop a tumble in progress now, except Shafts.

Does a captivated target not count as being deaf? My blanknote doesn't seem to work on a captivated target, or rather it cancel their captivation when I do it.
