stupidity, paranoia, agoraphobia, loneliness, claustrophobia, hypchondria, hypersomnia, dementia, pacificism, according to someone. Not sure if it's really all those.

So, two affs from those, plus cloudcoils, freezing, and prone each time effects tick I believe.

It's always worked on mana and bromides, like any other sip bonus, yes. Medicinebag is a default level 3 sip as I understand it, and should not be affected. Sip bonuses never affect applying.
