So, how does the Conquest Government style actually work? Do you get so much power into the conquest poor per village? Is too villages too low to really get a benefit from conquests style government?

Conquest government generates 1k power for a conquest pool instead of the nexus per village held.

Conquest government basically gives your org power a retirement fund. All your power income from villages is put into this fund, which funds everything discretionary/security based. You can't use it for normal power uses (vernal raising, immolation, drawing etc) so it's basically a portion of your income reserved for security purposes. If your villages produce more power than your security requires for upkeep every month, you can basically save for rainy days and go all out on discretionaries etc etc (not that those cost alot, anyway).
Not very impressive a benefit, really, since a religious government will put the same amount of power into your normal pool, without the caveat of only able to use it for security.
The clincher is that conquest governments passively get positive feelings in all villages, including ones held by other orgs. This passive benefit increases if the conquest government has more held villages. Of course, the usual rival villages neg feelings will produce more neg feelings than the conquest effect can counter. You can do this as well as weakening influence to add active positive feelings, so it's more of a long term, village holding benefit.

It's from when the person on the turret blows up another ship (since it kinda counts as causing everyone in it to die). Usually from flares.

I'm pretty sure the gunning line is the result of Ship v Ship combat.

I've gotten that line while being the only turreteer on a ship, blowing up another ship, while not bombarding, so I'm fairly sure it's from pvp aethercombat, as Eventru said.
