If you mean not being able to use an enchantment on a necklace, it's not a bug. Cloaks were ninja-changed to cover the neck slot, so if you're wearing a cloak, you will not be able to use an enchanted necklace. VERY annoying, especially since my necklace is runed. Thankfully I'm a tailor, so I don't need a cloak to hold any proofs because they all fit on my splendors.

...that is quite possibly the dumbest thing ever. I wear a necklace IRL (a manly one that I got from American Eagle, so don't judge), and generally do not have trouble finding it when I have a hoodie or coat on. I would also like to think that Arel, being far smarter than I am, could find his own necklace underneath a cloak (or with his hood up) to rub it. Is this change supposed to make it more realistic? Because if so, all of our characters should have to urinate and take craps every 30 minutes or so, but only in designated restrooms in the city (communes can go anywhere in the forest), or else the character goes in their pants and needs to scrub it in a river or cast cleanse to get the embarrassing stench out.

I wear a cloak IRL...the only time I can't get at my neck is when I have the hood-straps tied off.

I can rub my necklace while wearing a cloak, I can't while wearing a pendant for focus enchantment though. Which is annoying. The whole unable to use certain enchantment slots in general is annoying though. Don't think I've ever used armbands because of that.

Making my bi-monthly check-up on the state of the tae'dae... I read that influencing was made harder. How did the work out, relatively speaking, on high-charisma races?
Any notable changes on monks or warriors? Last time I tested it my tae'dae monk had a 7 second long bashing combo.

Cloaks were changed to be worn on the neck slot so that they would cover tattoos. This is to prevent tattoo armour being stacked with proofs, as that was deemed to be unbalanced. As an unfortunate side effect of this, it also precludes you from interacting with your necklace. If it's any consulation, the alternatives were "make coats and cloaks take up the same body slot" and "rewrite the entire clothing system", so this was picked as the lesser of a few evils.
tl;dr: Cloaks had to be changed in order to work properly with neck tattoos, not for any realism reasons.

In case you're curious, if my math is correct the odds of having the "perfect" splendors would be 0.0000000000000000000000000000000000000000000000000000075%. So aim for a little lower than the best.

Considering the success of curios, I think it should be a permanent addition to the game. With the addition of being able to purchase Czigany crates from Jeremiah with dingbats.
Rare pieces usually go for 200k and common pieces are 25k-75k if I can recall.
