Seeming as greatshields are supposedly for warriors only (ab - "Greatshields Such shields can only be successfully wielded by warriors."), all it prevented was abuse and didn't affect warriors.

I'm not seeing it having huge impacts in the long run since enough people tend to have the artifact shield rune anyways, which is only rarely beaten by specced cutting greatshields.
Having said that, this is how I understand that it works:
A shield adds cutting/blunt resistance and wounding resistance equal to its stats on the hand wielding it, then half of that amount to head, chest, and gut. So if you have, say, 70/70 robes and a 40/40 shield, then you effectively have 110/110 on your wielding hand and 90/90 on your head, gut, and chest. This assumes you have the trueshield skill in combat.
Now, let's just consider head resistance. I think the average stats of the next shield down tend to be 30/30 (considering similar effort in reforging as with greatshields). So that would be 85/85 on the head. A 40% reduction of 20+ would result in a boost of 12/12 from the greatshield, effectively giving you 82/82 instead. So the lower grade shield would be -slightly- better.
However, I haven't really played around with the other shields since there's never been much reason to, so I don't actually know what average stats they tend to churn out. My guess is that it won't be really worthwhile to change shield types immediately and this will work out more nicely for those who don't like the imagery of running around with a tower shield and would be just as happy with a buckler (or spending fewer comms getting a new shield).

Looked around with weapon probe, when wielded, said that. Never quite encountered that before, and I've had TrueShield for awhile now.

As an enemy of Hallifax is it possible to find out the library catalogue number for a book in the Hallifax library? Assume that no Hallis are willing to help with this, for whatever reason. Also assume that the book is a publically available prestige winner. If so, how can I do so? If not, is it ethical to make an alt and look it up?

Yes but the catalog numbers are different. That said, I can't see any reason why someone would need the catalog number of a book in a specific library.

If you're writing a paper about the cultural impact of a specific book on a specific country or countries (in this case, the effect of Orti's "On Chaos and Order" on Hallifax-Gaudiguchian relationships) it is helpful to cite the correct catalogue number for the libraries involved.
