No, it doesn't. You have to pay extra for those.
It's a safer bet to buy the 150 credit rune of gripping and attach it to your newly customized staff. Then not only is it nondecay and resetting, but it also doesn't unwield if your arms are broken.

Sorry. Eventru's answer is the better one, but mine is the one that I've done before. I forget exactly how much it is to make a staff resetting and non-decay, but it's basically the same as the 150 credit rune, and plus you get the gripping part.

Customization and grip rune is 200cr. Customization and non-decay/reset are 150cr. You're basically paying 50cr for the gripping, if you compare those two options.

It's technically possible; people did it prior to runes being able to be attached to their staves.
It was also highly advised not to customize it without also buying the non-decay because they have short decay times, so it would be a waste of credits to customize it.
That's not to say that they might not have decided to 'make things easy' since then, but it has been done!
Essentially, as the help-file states, the 50cr one is just customization, not non-decay or reset.

We had one not long after the skill went in. Someone at the time calculated how long it would be until the next one happened. I forget the number, but...not soon.
EDIT: Although it's worth noting that you can get 4-5 often enough.
EDITEDIT: Found it! 250 IG years, or eight and a half OOC years. Last one was four-ish years ago.

Have a few questions about Beastmastery, which is frustrating me right now. I need advice.
1. Does being mounted on a beast (w/o balancing) give you any extra defense/attack power? Damage mods, maybe?
2. How exactly does Majorbreath AmnesiaCloud work? I tried it in the arena, but the target wasn't affected when he walked in and out of the room, and nothing happened when he stayed still for a long time. He was on my enemy list.
3. According to the target, Battle with Aggressive did approx. 200 damage, but Minorbreath PsionicBlast did approx. 300. If that's the case, is there any point to keeping Battle and Aggressive if I keep the PsionicBlast, since they both work on the same beast balance and I can only order one at a time?
Edit: 4. Also, if I'm waterwalking am I not supposed to have to use fording (Swimming)?
