He gives out random things. It could be commodities, gold, vials, and whatever else. I don't know anyone who has received credits or artefacts, but who knows.

He can give vials of poisons, vials of refills, paint palettes, gold, dingbats, and small artifacts (bubble pipe, rune of dominion are somewhat common. I believe I've seen Marauder's masks, esteem masks, and transplanar prisms before, as well as golden paintbrushes.)
I'm not sure how the timer works. I've been online for hours and not seen him, and one time in Achaea, I logged on for literaly 20 seconds and he popped in and gave me an artifact pipe. Another time I was awake for 30 seconds in Imperian, and just as I started to QQ, he gave me a bait bucket artifact.
