Tempering still isn't enough to drive the popularity of designs other than the speed weapons up because mix/maxing the stats of say, a katana, would still be better for combat and bashing than would a greatsword or a claymore. This is what I've found judging by the weapons most of the combatants use right now, anyway. All of them are speed designs.

This, basically. While they might have the same theoretical max stats, they don't have the same lowest stats. Since you never see min-speed weapons, and you almost never want both damage and precision on the same weapon, speed weapons remain the best.

Would be nice if the floors on everything but the main stat of the weapon were the same. Then if you wanted a precision weapon you could use a rapier or a scimitar (damage floor would be the same on both, since they're not damage weapons) and if you wanted a damage weapon you could use a rapier or a broadsword (since neither are precision weapons).

I believe it increases the effectiveness of stance, but not parry.

As said above, not directly.
you may buy them, have the person transfer over the manse to you, use the box/module and then transfer it back.
