Generally you can just poke at a cartel you're in and someone will probably be willing to look at it. I'd suggest Fania, Talya, Sotsepmet, Nariah, Sadie, Viynain, sometimes me, Lendren and Phoebus.

(Vivi is amazing at it, just so you know.)
