If the letter cannot be delivered within a certain period then it will never be delivered. I cannot remember off hand how long that period is. Somewhere in the region of two weeks, I think.
Unread mail is not returned to sender. However, we can normally recover it for you if you issue (subject to the usual admin discretion). If you can give us the number of the letter, then it's relatively straightforward; otherwise, it's a bit of a pain.

Likely because it'd cause less player annoyance than doing it the other way around? If you're very low on health, you want it to be evaluated first so the attack doesn't kill you. Conversely, if you've got full health, you want it to be evaluated afterwards so you don't have to sip. Personally, I'd prefer to have to sip instead of dying.
