I am almost certain it was intended, and made that way in light of the phasing-out of pocketbelts. Just be sure not to outrift it all at once. :P

I remember reading about someone being unhappy that they only had 2 people in an LH generating tics, and the new change required them to do more in the in-game month due to diminishing returns...

decay, while a Lesser House need only reach 2/3 of that to avoid decay
(800).
