What are the advantages, if any, it has over a paradox puzzle? I assume the specific mention of aetherbubbles means it otherwise works across planes?

The only one I can see so far, and it's only presumed at this point, is that it doesn't decay at the first of the month but only when you use it. Which means it dovetails nicely with a puzzle -- you can save that one hard-to-reach puzzle point without having to be logged on at the moment the month turns over.

When I read the info for anchor, my thought was that it's a tweaked version of demesne center, that uses essence instead of power. I see no reason to buy it, but I'm sure a few non-melders will find a use for it.

From reading it, isn't it basically that one Music ability that lets you make milestones and whatnot?

It doesn't mention anything about how far it reaches, how many planes can you cross (if any) using anchor?

It reaches anywhere (except manses and bubbles)

You can effectively anchor from your city right into enemy territory on cosmic, although people do not follow.

Milestones are far more limited, most notably by the outdoors requirement, but also by plane limitations and a month-and-a-half lifespan. It's more similar to spores, except that spores you can have an infinite number of.
