You need ships up there too.

Yeah, but you can use bubblixes to get there before everyone else, bring people who die back, bring in new people, etc.

You can now initiate a bombardment of aether rings below. Your ship must be above the dock to the world, and it must be in an
active conflict, triggered by an aether flare. It will take a long time for the ship to charge, and the blast will be very
strong. If you leave your turret or if your ship moves then it will interfere with the charging process. A ship can only
support charging one turret at a time.

I was all worked up about that and was ready to fire back, but then I realised that I agreed with it all. Sigh.

It can't be helped. To explain, you need two things to start a bubble capture:

1. Colossus Miniature, from an ARTISAN.
2. A golden heart, from a SPELLCRAFTER or LORECRAFTER.

There are miscellaneous attachments that won't help you unless you engage in colossus-vs-colossus combat, which is another beast entirely.

You take the colossus to the ring of your choice (must be open/in revolt). ACTIVATE COLOSSUS (must be done by Protector+) (TURN OFF ALL YOUR TRIGGERS SERIOUSLY). Enter it, engage it. People on the outside FOCUS CONSTRUCT POSITIVE. Bring a ship along and bombard the place (this will hurt your people, have them leave at the BRIGHT RED message), periodically check POLITICS AETHERSPACE .

Colossus being in the ring room = +capture points
Focusing people = +more capture points (faster)
Bombardments = +capture points (large chunks, every 10mins)

The finale was insane. I was being taken to like every aetherbubble. Be on Muckle, then five seconds later on Crum. I was fighting alongside with Mags and Serens. It was weeeeird. But it was still fun. The butter to this bun was the introduction of the rings. Omg, I can't drool on this enough. My new favorite thing.
