You do know that the room immediately west from the Flame is flagged outdoors? You're also a Pyromancer now, which means you are able to use your nexus.

Yeah, Estarra's reason for refusing outdoor chandeliers or windchimes or whatever was that people would abuse it and cover Serenwilde or Glomdoring in the stuff, but the room has to be flagged furniture-ok anyway, and even if that wasn't the case, we could cover a vast swathe of Hallifax in chandeliers if we really wanted to, because so much of it is indoors. It's just not worth it.
