While I will agree to a point, the admin in the past have not always consider this OOC, as long as it has an IC component.

That's why You Mad? doesn't bug me as much, and I think it's an unfair criticism. I could understand Aeral's chasticement (nobody says "Hide yo kids", since that's more "ebonics" speak--although I had to do a Google search just to get what she was talking about--and I suspect if it was done more subtlely and more IC it would have been a good joke), but if it was more subtle and less overt and could be interpreted either way, then I believe it's okay. (I did a "David after Dentist" reference--wondering if this was real life--in my manse to a few people, but I was high on about 20 blue beauties and thus felt it was a good double-entendre, and I didn't break character). Maybe it shouldn't have been in a shout, but I don't see that statement worthy of an RP dock.
I understand we want to keep RP maximized and shouldn't tolerate a lot of OOC stuff, but a lot of this is open to interpretation and thus you might end up erring on the side of being a little too locked-down.

With the butterfly in effect, Pyromancers would be able to Staff, Fireball, Incinerate any targets in the area, the commands changing to (POINT STAFF THROUGH BUTTERFLY, CAST FIREBALL THROUGH BUTTERFLY) etc. . If any of those channeling the butterfly are slain or do any action while channeling it, it will cancel the butterfly. The butterfly cannot affect those shielded nor those protected by their city shield. This is the jest of it, if you could go through it and look it over, would be great. If this is all worked right, by mentioned promoting unity and to assist with butterfly representing more shifting and more of a trans skill, this could really work and go through. I know it looks big but have faith."
