I remember answering such questions; usually something along the lines of "We don't need to own the villages in order to benefit from their production; further, we don't even need to defend said places!"

That said, we tried, and when we managed to get one it was swell. We also had a really good trade minister at the time who ensured that despite not owning anything we had tons of commodities.
