It's well established that it's not telepathic, it's still audible, just over distance. You can't hear it when you're deaf, and the histories make reference to sounds being carried over aetherwaves, for example. It's more like radio than telepathy. (And does drunkenness affect aethers? If not, I'd call that a 'it wasn't worth it to fix it' bug more than canon anyway.) I don't know why people are always forgetting this.

As far as I know, you're supposed to write them on a letter and put them in the pillar.
Except, y'know, that Hallifax's pillar appears to be broken and doesn't let you put anything in it.
