I'm curious as to why you think kephera need to be addressed? Do they need to be nerfed further, even after the resistance change? Others have suggested some sort of compensating buff, surprisingly. I still think they're fine, even after resistance scaling.

He's saying that less than 1% of the population plays them, so they need to be looked at along with all the rest of the 0% races.

Krokani is a pretty sweet race, and there's nothing particularly wrong with taurian. Taurian has been discussed on a regular basis. I'm not especially convinced that they are under-played because they are somehow inferior.

I agree with that notion, in regards to Kephera. It's a good race.
When you look at male kephera, though, there's not much you can be with them aside from a monk or a guardian. And most PKers are going to either be guys or G.I.R.Ls. Female kephera are a solid caster race, though their Achilles heel is definitely the lack of dex - there's just not many people interested in playing/genderswapping to female, or playing a bug in general.

There's nothing wrong with kephera at the moment. I would totally be a female kephera mage if it weren't for, y'know, the whole female thing. (As it is, I'm reincarnating once the changes go in because the low male int is starting to get annoying.)
They do need some buffs if the resistance changes are going in as-is, though.

Why not decrease the size of the taurians by 2, put one point in charisma and intelligence or dexterity, and have their racial ability become an unweighted buff? Would that increase the temptation to play that race?

As has been observed prior, it is already unweighted.
Since 90% of the playerbase seems to have it wrong, it should probably be noted in the racial help so people stop making improper assumptions.

I personally don't think kephera are that great of a race. It always depends on the class constellation of the orgs you're at war with, but since warrior damage got a blow, I feel that physical resistances are simply not as important any more. Perhaps if you fight monks. I've always disliked the kephera weaknesses for fire, cold and poison. The males ARE good as Shofangi and Tahtetso, though, no doubt.
Taurians aren't bad, but obviously that kind of 'not bad' isn't enough to play them for most people. If they get a downgrade as would currently be the case, that wouldn't change.
Same for orclach.

Of course, now that I think about it, buffing the effects of high-end intelligence means making already powerful percentage-buff-stackers (read: Fillin) even stronger. Not sure what to do about that unless we want to nerf % buffs for a second time.

You don't have to increase high end damage alot. Just make it so medium intelligence is worse than it currently is for damage output, that will make the races with high intelligent more desirable.

Nerf Fillin's ego rune/forcefield combo (again), and you've taken care of half of it.
Strength is more of a concern than intelligence, from what I've been seeing. Ironically, the mages are doing far more damage than any warrior ever did.

You know I think adding a y is the problem! Shuyin was the first and his damage was omg how can this be nerf plz. Then we got Viynain who as a bard had the exact same issue. Now we got Fillin who is the third of the bunch who needs "nerfing", although I dont think bard was ever nerfed.
Kephera was solid for me and I was using the version with weaknesses. While they may have a low end weakness I find the resistances more than made up for it. On top of this geomancer is like the only guild who does poison damage at all, but couldnt you also request lowering poison weakness as part of compensation? One of my favorite bard races, hands down.
I think Taurian really just needs enrage to be a little perked, and give them something racial that makes em special and if nothin else people will use them for that, Hence the racial tackle idea. They are not the best tanks, they are not the best for damage, what they are is somewhere in between a monk and a warrior with no special benefits toward either.
Orclach... just horrible with all the instas out there. I cant even remember suggestions to them now since they cant be made into a spec race. Up int maybe and reduce fire weakness? Up con instead? I dunno.
