The trick is definitely to have a vast knowledge of geography, adroitness/trotting, squinting, highlights, and preplanning your route.
My totals per drop looked something like:
4-4-3-3-2-1-0-1-1-2-3-3-1-2-1-1-2
And, keeping track of where I found them, it's clear that they are very random-- I almost always cleared the Shallach delta first on my list, for instance, and found anywhere from 0-4 gnomes (averaging about 1.5, across three areas) per drop.
More important than large areas where you can squint, however, is finding a place nobody else is going. I kept a milestone at Dio for a while, until I realized that Talan, Malarious, Phoebus, Fillin, and many more were also using it as an early spot. I found 'common' places-- The Tar Pits, Avechna's Peak (Including the World Library/Artifact Hall Place) to be much more effective, until others caught onto those places as well.
Also, as noted above, keeping a list of places opened by quests is good, too, for finding gnomes between drops. (Malcoda's first reflection, for instance. Also, I'm 90% sure gnomes were spawning there.)

Revolts are also a gnome-hunter's best friend. 16 gnomes in one drop. 
But I still cannot find that blasted last gnome.
