Dingbat sale is nice, but its not going to really cut it either.
Bubblixes either need to be regular credit items, OR they need to not work during the aether-revolts and forego an obnoxious situation before it gets off the ground.
There's been too many dingbat sources that were insanely gameable in the past for the situation to be even remotely equitable. I mean hell, dingbats don't even run afoul of help seconds. The only real solutions are one of the above.
Leaving them as dingbat only items, and active during these new revolts is a big fat loogey in the face for anyone who wasn't on the right end of gaming dingbat events.
Personally, I'm in favor of making them (and the nose, probably) credit items. I'd buy them. And this would avoid complaints from people who feel that their toys purchased for other reasons should suddenly grant them an inequitable windfall in the new mechanic.

If they're going to sell bubblixes as credit items, it would be cool to see a bubble cubix, where one item leads to a hub. Or even just as it is now, but you can combine bubblixes to expand your hub until you have them all.

Instead of disabling bubblixes during flares, could they be slowed to teleport nexus speeds during flares? (and perhaps all the time, to enemy controlled bubbles)
I'm fairly sure you can't, but can you teleport back down from a bubble? As far as I can tell, you can teleport to a beacon from a nexus world, but there is no way back down. Having slow bubblixes still gives an advantage, that of being able to get back down, but less of a huge one.

I haven't seen mention of that yet, just some discussion on whether or not they would still be sold. From the Admin side, at least.

If you wanna make bubblixes a regular credit item for 500 or so credits, sure. I'd have hated the thought of that when I got my bubblixes, since I weighed their value with respect to the rarity of dingbats and thus the items, but as is, dingbats are so common it barely matters.

Dingbats aren't that hard to acquire, since a lot of people with Elite memberships are selling them. I've managed to buy roughly 400 dingbats in the last month just by paying attention to the market channel.
Being one who has nearly all of the bubblixes, I would be disappointed if they were completely disabled for flare events. The value of being able to travel to aetherbubbles at times when nothing in particular is happening is okay, but not nearly so worth it as when there's some reason to go there. It would be like disabling *bixes and other teleport abilities/items during village revolts or Ascension challenges, and no one wants that!

This argument falls flat though as the people who previously purchased bubblixes may have purchased them for their use for domoths but not for flares, they did not pay for this advantage, it is something that has come about as a result of an evolving game, and so, requires re-evaluation, preferably early to prevent the issue of people buying these items for flares and then crying that it's not fair if they get nerfed as they only bought them for this reason.
By moving the bubblixes to credit artifacts it is a statement that they will always be available and that may be enough as the concern that they could be retired tomorrow will be present as long as they are dingbat items.
