No, Penumbra is restricted from use (as you cannot elect certain aspects of the buff).

(I don't really know the answer to this, but I think it's fair to say you should do your utmost not to come with illegal buffs.)

Sounds like they're prepatory buffs, so I think you should be fine with those.

I feel like the rules outlined these pretty well.
If it is an active ability (shine, roulade, etc) then it is not allowed.
If it passively accrues ego for its user, and is not from a tradeskill or dramatics or influencing, then it is not allowed.
Preparatory buffs (like harmony seal blessings, netzach, anything that only adds to your charisma - and not passive ego regen as well) are perfectly fine.

They just increase charisma, so are fine.
By activated skills, I think the thought was more along the lines of things activated during the debate, like active healing skills or 'attacks' on the other person outside influence and dramatics.
