Viscanti technically don't have to reincarnate in Celest. Only Illithoid need to do that. However they are heavily encouraged to reincarnate, and aren't allowed to, among other things, draw power from the Pool of Stars. Basically, they're allowed so that someone who started Mag and reincarnated into Viscanti won't have to shell out another 100 credits just to be able to play a character in Celest.

I actually played a viscanti Moondancer for a while - this was waaaay back, before Glomdoring was even released - and people never got upset about me being viscanti.

I can see some good RP coming from a Viscanti who wanted something different but still stay Viscanti.
Drizz't Do'Urden is a good example of this.
I can also see maybe a Viscanti that uses his skills to fight the taint. I'm surprised nobody's used a Viscanti as akin to Geralt "The Witcher" of Rivia. After all, a mutant hunting other mutants might be cool...

As I previously mentioned, it's happened before. They eventually went inactive or changed race, but still occurred!

It's one of those "this would be neat if it were done well, but its really hard to do well, and would take a lot of work and dedication" things.
Especially in a world where you can reincarnate, there's a lot of arguments of the "you're choosing to stay that way" sort.
