I third this. You should only be able to attack people in territory loyal to you that they are enemied to. Just because I am enemied to merians/gorgogs doesn't mean Player X should be able to come and attack me there... now if for some reasons rogues could swear alliance to a territory (which would be really interesting, and offers no gains to rogues aside from defending that territory) then I would understand it. But some random player attacking me because I am enemied to a place is kind of ridiculous.

I do not think that was what Aeral was saying, she is saying one shouldn't get status for defending yourself even in enemy territory, which makes sense. She is not saying remove the open pk aspect. You also picked the one region it makes both rp and gaming sense to have a free pk if you hunt there, namely the fact it is part of a quest that releases or locks up a bunch of agro denizens.

I'd say that usually level <70 are ignored anyway except by the people who just grief anything under the sun. Avenger does have some key benefits, but I do wish it was much less....stupid.

You grossly underestimate the number of people who would jump at the chance to kill anybody of any level for any reason if they could get away with it.
