Some of those panels definitely took more than two cogs of the same metal for the gate to shut. There are only two cogs of a given metal that can appear per hour as is, so if that is not how it should be, then something is indeed wrong.

There are three cogs of each type available in the area. The third one is not as easy to stumble upon as the first two.
