I believe we discussed that (in the Havens) when Eventru and co were creating the weather systems. It was decided that the machine kept weather in Hallifax relatively constant and mild, otherwise (being in the sky), you could expect the wind to be a lot more violent that it currently is. I am personally not adverse to the idea of you working towards the goal where citizens can interact with the machine to overtly affect the city's weather, but that is something you should discuss with your Patron.

Essentially, sort this out IG. Weather is new, and it is likely well within your ability to bring some semblance of weather control into reality for Hallifax.

I previously asked Elostian about adding functionality to the machine and was told it was impossible. This was after the weather was deleted, so presumably he didn't know what the plan for the new weather system was going to be. I will look over my proposal and send it again.

Strictly regarding the roleplay of it all:

I'd be completely satisfied if the cities each got some way of dampening/controlling the weather within their territory. That seems pretty fair, given how powerful each org is supposed to be.

Be it a holy ritual of Shakiniel, or some taint-spewing-demon-engine, or a weather machine, or an act of paradigmatics on a grand scale, there's ample room in each city's flavour to be able to manage the weather within their walls.

If the shoe were on the other foot, say, temporal disturbances or some other appropriate thing, I'm certain Glom and Seren wouldn't be too keen on having to either put up with it, or call in a city to help them.

It may be worth noting that the weather in cities is purposefully milder than it can be in communes, simply because they have no inherent way to control the weather. It would be expected for communes to adjust the weather as they see fit if a particularly bad winter comes along.
