I've always wondered about inactive divine, if notes are left for the next person to take over, if they have to start over from scratch. Do other gods ever take over the role of a dormant god with a popular following just to keep things "active"? That sort of stuff.

Yeah, this. Also, do they keep note of the players they've interracted with? I imagine it would be hurtful for someone to have their divine return, only for that divine not to remember any of their important conversations.
