You can only activate a guild skillset (Wicca, Totems, and either Astrology/Hexes/Healing or Druidry, Totems, and either Dreamweaving/Ecology/Runes, etc.) You can't, for example, activate Wicca and Dreamweaving at the same time.

How does skillflex activating work if you're not in a guild? Does it still keep track of what possible combinations there are, or can you simply not activate any guildskills if you're not in one?

The latter. You can activate a skill in the exact same situations where you could have skillchoice selected it.

You also can't have incompatible guildskills active when joining a guild, so there are several safegaurds in place to prevent combining skills.

They actually exist outside the regular DMP system, and I believe I have been told that they are a flat 5% resist per level that gets applied after DMP.

How are cities looked at RP-Wise? Are there unseen citizens who inhabit the cities and go about their business? Are they devoid of all but the players and seen NPCs? What are the population sizes of each? How large are they in acreage?

They are considered to be inhabited by unseen masses. I believe if you walk around celest there are room descs and ambient messages that make clear there are more people than the npcs and players roaming its walls.
No idea on population size though.

Seduction, influence skill. I know what it used to do, made the effected mob attack someone on your enemy list. However, as far as I can tell, it doesn't do that anymore.
