Yes, that's the idea behind skillflexing!

EDIT: As an example, I have Dreamweaving transed but skillflexed out, so that I can take Shamanism. I perodically switch between them, paying the 50 lessons to activate dreamweaving.

Ah so I could skillflex tattooing for poisons and still keep tattooing at trans atleast until I can get demi.

You don't get any bonuses from a skillset while it's flexed out though, I should note. And no, I don't think so, you have to extract to a vial and then drain it into your rift.

Some tradeskill bonuses do apply when the skill is dormant, and some don't. The poisons and herbs trans skills are dormant when the skill is, for instance, and I expect the tattoos one is as well. But the bookbinding, lorecrafting, tinkering, and tailoring ones still work. Artisan's half-and-half; it's still protected from decay but you can't teleport to it.

You can extract poisons directly into the liquid rift.

These aren't bonuses from having the skillset! They are bonuses for holding a unique item created for your use through that skillset, different thing! For instance, you don't get the dwarf statchange for being a brewmiester if the set is flexed out either, as it's a passive effect that depends on the set being active.

Yeah the tattoos one is needs to be active. I went from 78/78 to 57/57 armor

You should be able to 'DESIGN COMMENT ' to clear it. or add comments

Yeah, I tried that, but it won't let me do it. I know you can do that to cartel-specific designs, it just doesn't seem to work with public designs.

Edit: Oh well, I typo-ed it. Sorry if I'm not allowed to do that! >.>

Bit of an unusual question, I know that using certain storytelling dramatics (such as Comedy, heroics and the like) can increase a denizens strength in an ego battle. Would doing so also improve the experience gain from said denizen? (I don't know if it physically increases its "level" or if it just acts as a buff of sorts)

How mandatory is a rune of absorption for high level bashing and pvp? (In Achaea, a similar artie was very much required for combat. Especially against monks and warriors.)
