leaving a city does not auto-kick from the guild. It's happened to me a few times where I'd join a new city and people'd be like 'Arix, I think you're forgetting something' over GT

There is very little limit to where a race can live. Magnagora looks down on elfen, merian, and furrikin (I think)
It's elfen, merian and kephera, based on Fain's historical distaste of the two former - and imprisonment at the hands of the latter. (I've always lobbied for a crackdown on faeling, since they have elfen blood, but for some reason they're a very popular race in Mag. Go figure.)

Glomdoring has no strong feelings about any races, though Kepherans are distrusted and have to prove themselves.
Serenwilde bans Illithoid, some uneasiness about Viscanti.
Celest also bans Illithoid (I think?), no idea about anything else.

To my knowledge Hallifax and Gaudiguch don't ban anyone.

Alas, yes. I must resign myself to the notion that usability trumps roleplay in most given situations. That's why my favourite race (mugwump) are consigned to the scrap heap.

As long as you don't want to play an alchemist, enchanter, smith, or tattooist you need not associate yourself with city or guild. Even if you wish to learn one of these skills, I don't believe that most people will mind if you learn pre-specialization Cosmic, Elementalism, Music, or Kata, or even an a specialized Knighthhood path, as they are not guild specific and are required for certain crafts.
Most orgs are pretty reasonable with allowing rogues to use their facilities, so long as you abide by their laws while you do so. Maintaining neutrality is possible; just don't take part in org conflict or conflict quests, or kill their associated creatures.

May Faelings live in Cities, or is that RP-wise possible/uncharacteristic? What about dracnari and Lucidians?
Sorry for the delayed response. But Dracnari and Lucidians both are fine with living in cities. In fact both Dracnari and Lucidians founded their own cities Gaudiguch and Hallifax.
