I'm starting to see a pattern here... First devils with their massive gold drops, then auctions, then new artifacts. You guys are hell-bent on driving credit-prices through the roof, aren't you? :P

Might as well ask here:

1. How often can you turn the key to get flung to astral? And does it respect distort?

2. Is there a way to recall the promise ring once you've given it to someone else? As in, what if they go inactive? Do you both have to wear the ring, or just having it in your inv will suffice?

Yeah. I'm slightly disappointed that I won't be the only one (of two people) with a Planar Rune anymore. :-/ It was kind of neat to show off a bit. But I understand it having its uses and wanting to share it. (Although we need some multiplanar gates or gates that skip planes other than nexii)

There's only one reason city nexises reach across multiple planes - because they exist on them simultaneously. Certainly, it's a feature restricted to Nexuses.

Wouldn't make sense if you could go from Prime to Celestia through a gate.

Regarding the Planar Rune, it will allow you to transverse to any plane a rift is attached to no matter the distance. Right now that is only the city nexuses that the benefit exists in (and no, it does not give the Nexus ability in Planar). It will allow you to TRANSVERSE ASTRAL from Prime, for example.

Emphasis on Right Now...I took that as a hint of possible future, which is why I invested...

Of course, talking about things like this tends to jinx it, so I'll shut up now...
