Maybe the point of Icewynd is to give you guys more challenges. Ice Diggers seem to encourage squad teamwork, while environmental effects are to give you guys more challenge thru adversity.
If an arte is introduced, I suspect it will be like a circlet, reduce but not entirely negate penalties.

I'm not 100% sure, but it seems like movement speed has been reduced all around, not just in cold temperatures. :(

Even while riding on my wyvern or sprinting, I get several hasty messages just trying to get to the Grey Moors down the Imperial Road. I feel like "Trotting" on my beast doesn't help when it's super-rainy, but it makes sense. Extreme temperatures or heavy rain probably should slow us down, realistically. It seems to be in rooms with specific types of weather only. More realism is good, in my opinion, though it's a bit inconvenient.

If there must be a penalty, it shouldn't need to be quite so drastic as it currently is.

I experienced a lot of hasty messages despite having the lengthened legs def up while near the desert, I don't know if its because of the extreme heat but I think dracs shouldn't be affected by the heat.

Weather definitely affects movement now. We may need to do some tweaking but I think it's something that will stay.
This, of course, makes clothing much more important. If you run away nearly naked in arctic conditions, then your movement will suffer. Dress more warmly and it could go away!

But how can you tell us what is 'cold' that it effects walking? I myself don't think 40-50F is cold at all, sure it is chilly a little bit, but nothing that should be making me slow.

It would be nice if there were something in Environment that would remind you what appropriate clothing would be, but I think that this will be a bit of a challenge for plate-wearers, since plate armour still counts as 'practically naked' even though it takes up a bunch of bodywear slots.

Let me clarify some issues. Movement may be slowed under the following conditions: temperature over 100F (blistering), temperature under 30F (freezing), wind over 55 knots (whole gale). Warm clothes will reduce the movement loss from cold temperature. Anyone reasonably dressed should not notice any decrease in movement speed from cold weather, although high winds may still affect you.

Yeah, the plate armour is my problem. I'm "scantily-clad," but I'm wearing full fieldplate, a cloak, and a helm. Can't really put much else on, but you'd think armour would warm you up a bit... Or at least be stuffy. Ahh well, at least this encourages me to actually wear clothes at one point or another?

Yeah, armour & helm precludes a number of other items of clothing, but doesn't count as clothing. It's rather irritating.

I'm really pretty much anything except naked-- there's nothing at all of me to see except a pair of eyes peering out of a helm, and wings. :P
