Technically, this is a used cartel. However, it has no designs, posts, nor members. You will receive exactly the same thing you would by spending 1 million gold at the hall of Clans and Cartels.

Also, you may consider yourself warned, as I was not, that buying this cartel will not grant you the privilege of creating new origami designs.

You should have held onto the cartel and fought for what you wanted. There are a lot of other things you can create. I had one in the past and it wasn't totally worthless.
