Thirdeye WHO layout.

o It is no longer possible to erect a shrine to your God in city/commune
territory, if said God is not in that organisation's Divine Pantheon.

o Many emotes can now be properly targetted to a Masqueraded player's
assumed identity (eg "smile Iosai" if Malarious is wearing a mask of
Iosai).

o You can now OPEN/CLOSE drapes with the 'curtain' noun (ie OPEN/CLOSE
CURTAINS).
