A new skill is added to influence called appraisement. It will let you
get info from a village leader regarding the cost to parley. Village
leaders will get annoyed with too many requests for amnesty and will get
more expensive if they are giving out lots of amnesty. The analyze skill
can show you a general idea on their annoyance level. I also made base
parley with an unannoyed leader cheaper.

I also fixed a bug in the Sacraments emissary skill that had integer
overflows. What that means is you were getting random amnesty amounts.
For example, maybe 2,000 gold got you 8 months amnesty, 3,000 bought you
full amnesty, and 4,000 overflowed to 1 month, etc. It should be more
rational now.
