Nexus locations on the elemental plane of water and Celestia are now
considered part of the area of New Celest. This means guards can be set
here and that location is considered part of New Celest.

The same is true for nexus locations on the elemental plane of earth and
Nil. for Magnagora.

Note that guards cannot be moved out of this one location, their only
purpose is to protect the nexus.
