Village Feelings have returned!

We've turned back on village feelings, which means your government style
and political structures are now relevant!

With this change, we've decided to keep the aspect of villages revolting
in groups, and as a result, Benign governance and Conquest political
structure have been changed, wherein they will now add to a village's
Conquest Pool.

o Conquest Nations

o The Conquest Pool is a special pool of power that will gain points for
nations focusing on a Conquest Political Structure. This pool will be
automatically drained from whenever matters of security are draining
power - meaning guards, guard upkeep and discretionary powers.

o Note that Conquest Nations will receive a bonus to this under a Benign
Governance, however Benign Governance does not, on its own, accrue
conquest power for non-Conquest nations.

o Conquest Nations will produce markedly less power and less commodities
than before, however their gains towards their Conquest Pool are quite
large.

o Village Feelings

o There have been a few under-the-hood changes to reflect how villages
consider whom to follow, hopefully making villages more standard
(requiring an actual % of the villagers to be following you). This will
likely make village influencing rounds last somewhat longer when they
are in contention, however it is still possible to take a village in a
single round if you are uncontested and the village is, at least,
neutral towards you.

o We've increased the threshold for the various levels of feeling
towards you. At its worst, a village will be entirely uninfluenceable -
however this can only be achieved by completely ignoring a village.

o The means of accruing positive feelings are still the same.

HELP GOVERNMENT has been updated to reflect these changes.
