With the release of the demigod changes, we have also adjusted Vernal
Ascendants.

From now on, raising the first and second person for an organization
will cost two million power. For each thereafter, the power requirement
doubles. Organizations can also unraise Vernal Ascendants and they will
become Vernal Demigods, who will have increased slots (100 vs 50) for
supernumerary powers. 500,000 power will also be refunded. This is done
with a city process similar to ascension, and will need to be voted on
by a city or commune's council.

In a week's time, power will automatically start to be drained from
organizations to compensate for ascendants so all are on an equal
footing going forward.
