Kata forms have some code in there to ensure that a form's kick doesn't
take longer than the punches for balance reasons. There was a bug that
invoked this logic for kicks done outside of a form while a form was in
mid-flight making it an easy way to bypass ka costs for kicks. This was
fixed. And also a balance penalty added to the kick in such situations.
