Some cities and communes may notice that there are some constructs that
do not have powers but rather are TBD. We will be releasing those
construct abilities as soon as practical, but there is still a benefit
for claiming an Aether Ring even with an TBD construct. Each construct
will gain 1000 power per game month as well as all citizens or commune
members receiving increased XP when bashing or questing on that
respective bubble.
