Release of the Tattoo Tradeskill (monks only)

As those who participated in the latest event know, we have released the
skillset of Tattoos! Only monks can take this tradeskill, though anyone
can be tattooed. Tattoos are permanent and cannot be removed except by a
tattoo artist. Also, tattoos are very expensive in terms of power so
make sure you choose carefully. Tattoo Cartels are extremely important
as designs will hold the tattoo weight, power (generally passive and
limited), and part of body. See HELP TATTOOS for more information.

There is also a new skill in kata called "tattoos" and in perception
with the same name.

We will need each city and commune with a monk guild to confirm the name
of their Tattoo Cartel. Preliminary names we have been mulling over are:

Celest: LuminMarks
Magnagora: SkinCarvers or Ironbrands
Serenwilde: AncestralPrints or InkHart
Glomdoring: BloodArt

Please let us know as soon as possible which cartel name you prefer or
offer a suggestion for an alternate name. The sooner the name is
decided, the sooner you'll have a cartel guild.

Also, each city and commune will need to purchase a tattoo parlor with a
tattoo workbench. Cost is 500k gold, 150 marble, 150 wood.

We hope to soon be implementing organizational tattoos wherein guild
leaders (GM, Admin, Chap) can purchase custom-designed tattoos from
tattoo artists and be able to apply these tattoos themselves. Thus, we
expect Hallifax and Gaudiguch may also want tattoo parlors even though
there are no monk guilds.

We will be putting up the following artifacts shortly;

o A tattoo workbench miniature - for those who want a personal tattoo
parlor in their manse.

o A magic tattoo needle - which will halve the power costs of a tattoo
and greatly reduce the time to tattoo (it's a long and painful
process!).

As part of designing tattoos, we've also upgraded the power jewel
artifact insofar that it will enlarge the power reserves by 5% (up to a
max of 25%) for drawing any power.
