I recently made some alterations to Library and Culture. I had initially
placed these in a changelog, but considering the scope of the tweaks, it
has been suggested and appreciated that an announce post is more
appropriate.

In order to faciliate a more dynamic and progressive system that merits
the continual creation of literary and scholarly work and rewards an
active Librarian, only books from the last 50 IG years will now count
towards the "Most Scholarly" and "Most Literary" Culture rewards.

The reward for the "Largest Library" will continue to function as it
always has, taking into account the sum of all books published over the
course of the Library's existence.

This change is intended to allow more recent organisations a fairer
chance (without effort beyond that required from other cities and
communes) to gain the two specified rewards. It is also intended to
encourage people to keep writing, rather than stop once the Library is
in the lead and reap the rewards for the rest of time.

As always, with any change, there is a period of adjustment and I'll be
keeping an eye on things.
