It is a general policy that credits are considered OOC and players can
transfer them freely as they want, including among alts. We are not
changing this policy. However, some organizations (rightly!) become
concerned when they see their credits purchased with the potential those
credits will be transferred to an alt who may even be an enemy of the
org where the credits came from. Therefore, we are going to leave it up
to the orgs themselves whether or not to transfer the credits as bound.
The syntax is:

CITY CREDITS TRANSFER <credits> TO <person> [BOUND] <reason>

If you transfer them unbound, they may be transferred to an alt and we
will not track it for you. Orgs may want to always transfer them as
bound or consider selling unbound credits at a higher price in order to
raise funds. It will be up to you.

Credits transferred bound WILL count towards the bonus lessons from the
first 1000 credits converted to bound.
