Willpower and Endurance

One of our plans for the Combat Overhaul is the elimination of the
endurance and willpower mechanics. I've pushed live the first step in
achieving this goal.
Most checks/drains for willpower and endurance go through pair of
central routines, which I have changed to always signal that the user
has sufficient endurance/willpower and should not drain any. In effect,
this will remove the endurance/willpower costs for a very large number
of abilities and commands. Another effect is that most afflictions or
abilities that affected an opponent's endurance or willpower will no
longer carry that effect; this shouldn't be an issue, as these are few
in number and are all set to be removed as part of the affliction
overhaul regardless.
However, this alone is not sufficient to obliterate the existence of
endurance and willpower, as there are a large number of (mostly legacy)
abilities that work outside of these central routines, and hunting them
all down and eliminating them will take some time. As such, the
endurance and willpower mechanics will remain in a diminished form for
however long it takes to purge the traces lingering in the dark corners
of our code.
Note that this does not, at this time, include Aetherwill, only regular
endurance and willpower.
